Why Change Is Needed

Many children in Hounslow do well in their early years, but there are still big differences in development and school readiness across the borough. Some areas see fewer children reaching a Good Level of Development, and there is increasing demand for early identification and support for children with additional needs.

Nationally, the Department for Education wants at least 75% of children to achieve a Good Level of Development by 2028, with a particular focus on improving outcomes for disadvantaged children. Hounslow’s Best Start in Life plan supports this ambition by strengthening early education, improving early identification of needs, and providing better support for families.

To achieve our vision, partners across Hounslow will focus on four key priorities:

Through strong partnership working and a shared commitment to children and families, Hounslow will continue to develop a joined-up early years system that gives every child the best possible start in life.

Delivery of this plan will reflect the differing needs of communities across Hounslow. Services will work collaboratively within local areas to ensure families receive accessible, coordinated and responsive support.

Our Vision

Our shared ambition is to create a connected early childhood system that supports children and families from pregnancy through the early years, laying the foundations for lifelong learning and wellbeing.
Through this approach we aim to ensure that:
  • Every child enters school ready to learn and thrive
  • Families feel confident, supported and able to nurture their child’s development
  • Children with additional needs are identified early and supported effectively
  • Inequalities in early childhood outcomes are reduced across the borough
  • Early years provision forms the foundation for lifelong learning and opportunity
